At the time, Bell tried to argue that Distributel's service was illegal. Fortunately, the Canadian Radio-television and Telecommunications Commission ruled in Distributel's favor, a decision which helped open the door for competition in the long distance market in Canada. In 1991, Mr. Cohen and three entrepreneurs from Montreal decided to open business in the Quebec market.
