Formed in 1971, HSA is governed by a constitution, and is made up of local chapters that are grouped into ten regions. Each region is represented by a Regional Director, who together with the President form HSA's Board of Directors. HSA is a component of the National Union of Public and General Employees (NUPGE), and is affiliated to both the Canadian Labour Congress (CLC) and the BC Federation of Labour.
