COPSE is the provincial government agency responsible for planning and coordinating the development of a post-secondary education system that promotes excellence and accessibility, facilitates the coordination and integration of services and facilities, and promotes fiscal responsibility and accountability. Created by an Act of the Manitoba Legislature in November 1996, COPSE commenced operation in April 1997.
