It serves the residents of Grey Highlands and contracting municipalities of West Grey, Southgate, and Chatsworth. The Grey Highlands Public Library was formed in 2001 as a result of the amalgamation of the former Townships of Artemesia, Euphrasia and Osprey and the Village of Markdale which is now known as the Municipality of Grey Highlands.
