The Haliburton County Public Library Board was established in 1965 and provides public library services to the residents of the County of Haliburton through the Haliburton County Public Library under the terms of the Public Libraries Act (1984). The Board is appointed by the County of Haliburton under terms outlined in the Act; funding is provided by the County of Haliburton and the Province of Ontario.

For over 125 years, Bancroft has served as the economic and cultural hub of northern Kossuth County. To encourage business development, the city offers economic and other incentives to new or expanding businesses. Similar incentives are available to encourage residents to improve their homes. This has created high quality, yet affordable, housing for Bancroft residents.The city offers a plethora of services including public water, sewer and electricity as well as weekly garbage collection. The city maintains police and ambulance services and the township fire department is located within the city limits.Recreation opportunities abound for Bancroft residents including city maintained parks, tennis courts, basketball court, volleyball court, a softball diamond and the famed and historic Bancroft Memorial Ballpark.

Library service at the Bracebridge Public Library began in1908 when the original Carnegie building was constructed. The 2,800 sq. foot Muskoka stone structure was expanded to 8,400 sq. feet in 1984 with an addition that maintained the heritage character of the building while allowing for improved service and collection space. The Library will mark 100 years of service to the community during its centennial in 2008. In 1998, Bracebridge Public Library opened a Branch Library at the Fenbrook Medium Security Institution. It serves the reading and information needs of the inmates and staff, mirroring community library services and standards.

OLS-North is one of two agencies which support the development of public libraries across Ontario. In the North there are approximately 121 public libraries representing Cities, Towns, Townships, Local Service Boards, First Nation Communities and Fly In Communities over a vast geographic area.  We endeavour to assist and provide services to encourage library development in some of Northern Ontario's most remote locations.

Nicholas Ailleboust, Sieur de Coulonge, spent the winter 1694-95 near the mouth of the Coulonge River, establishing one of the first settlements in the Ottawa River. The first trading post called Fort-Coulonge. In 1760, the Company Northwest assumed in management and in 1821, the fort became the property of the Hudson's Bay Company. Until 1828, he served as principal of the Ottawa office. The farm of 655 acres station was sold in 1844 and the buildings in 1855, The post was transformed, becoming the town of Fort-Coulonge, located a few miles down the river. The first sawmill in the area was built in 1843 by George Bryson. The first wooden chapel was erected in 1873, but it was replaced by a brick church in 1884 after a fire. In 1886, the railroad rallied Fort-Coulonge. On December 10, 1888, Fort-Coulonge became a municipality and John Bryson assumed the office of mayor.
