Rachel was born and raised in Ontario’s Niagara Region and moved to British Columbia in 1994. She obtained a BA in Psychology and Criminology in 2000 from Simon Fraser University and her Law Degree in 2004 from the University of Windsor. Scott has, from the time of his youth in Kamloops, always been involved in giving back to his community.
