Shane was first elected to represent Vancouver Hastings in the May 2005 provincial election. Born and raised in East Vancouver, Shane has been active in the community for over 30 years. He is currently the Opposition Critic for Core Review, Gaming, Liquor Modernization, BC Pavilion Corporation, Legislative Accountability, and Caucus Chair. In his professional career, Shane has worked as the Director of Policy and Communications for Smart Growth BC, Chair of the Vancouver City Planning Commission, Instructor in the Community Economic Development program at Simon Fraser University, Executive Director of the Worker Ownership Resource Center, Legislative Coordinator for the Canadian Union of Public Employees, coordinator and fundraiser for the Ray Cam Cooperative Center, executive assistant to former Vancouver East MP Margaret Mitchell, and as a self-employed consultant on business and economic development for labour, co-operative and non-profit groups.

Richmond Centre has been at the heart of the Richmond community for many years.Prior to the land being developed as a shopping centre, the Brighouse Park Racetrack was located here. Horses raced until the late 1940's when the popularity shifted to another race track.By 1965, the land was developed by Richmond Square Ltd. and Richmond Square was opened. In 1973, the Hudson Bay Development Corporation Limited (HBDCL) opened Richmond Centre right across the way from Richmond Square. A parking lot and Saba Road separated the two malls.
