In 1972 Hank Hubert and Ron Foss, were teamed up on Unit Three of the Youth Development Centre, an Alberta Provincial Government 'Juvenile Delinquent Rehabilitation' centre in Edmonton Alberta. These two Rehabilitation Counselors began to talk about the possibility of running their own 'Group Home' and began to formulate, and eventually presented to the Government of Alberta, a proposal to develop such a facility in either Red Deer or Lethbridge. At the same time, the Government was planning to develop Youth Assessment Centres in both of these areas. Through a series of negotiations they were eventually given the opportunity to operate one of these facilities. Ron & Hank formed a company called F&H Residential and Assessment Services Ltd which was awarded a contract to operate the Youth Assessment Centre in Red Deer, Alberta. This facility initially functioned as a 'Juvenile Detention Centre' under the old Juvenile Delinquents Act. And so began a venture which is thriving today as Heritage Family Services Ltd
